Currently, the District’s Upper Campus includes the Care Center, The Health Center and Pharmacy, and the decaying former hospital building.
Demolition of the former hospital plus relocation of the Health Center to the Lower Campus creates the opportunity to re-purpose property for workforce housing.
Renovate and modernize the Nehalem Valley Care Center

The Care Center is a state licensed 50-bed skilled nursing and rehabilitation facility in Wheeler, operated by Canyon Wren Consulting.
It is the only skilled nursing and long term care facility between Astoria and Newport.
Plan and Construct Workforce Housing

The District plans to construct a state-of-the-art health center & pharmacy facility on its Lower Campus to meet the needs of our growing and aging population.
The facility will be operated by the Nehalem Bay Health Center & Pharmacy (formerly Rinehart Clinic & Pharmacy) which has provided healthcare services at its current location on the District’s Upper Campus for nearly 40 years.

The design package for the new Nehalem Bay Health Center and Pharmacy has been delivered to the city of Wheeler in advance of the city Planning Commission’s consideration on December 7, 2023. The submittal marks a key milestone in the development of the project designed to enhance local health care and pharmacy services in north Tillamook County.

Klosh Group, Inc an Oregon owner’s representative/project management consulting firm, has been hired by the Nehalem Bay Health District to serve as the owner’s representative during design and construction of the new Nehalem Bay Health Center and Pharmacy in Wheeler.
